Not a banknote in any legal sense — this is a novelty or fantasy piece issued without monetary authority, designed by Slovak graphic artist Matej Gabris and printed by OPTYS, a Czech commercial printing house with no central bank affiliation. Gabris has produced several such pieces, typically trading on recognizable German cultural imagery to appeal to the collector and souvenir market.
No redemption value, no issuing institution, no legal tender status anywhere. Collectible purely as a printed artifact.
