Moldova declared independence from the Soviet Union in August 1991, making this 1996 issue a fifth-anniversary commemorative. The National Bank of Moldova was itself only established in 1991, and early commemorative issues like this one were largely produced for the collector export market — hard currency Moldova badly needed during a decade of severe economic contraction and hyperinflation that had gutted the domestic leu.
