CEC, Romania's state savings institution, issued these bonds as part of the forced savings infrastructure of the early Communist period — a mechanism through which citizens could nominally "deposit" money that the state then recycled into industrial financing. The bonds were not freely redeemable on demand; withdrawal terms were dictated by the state, and the distinction between voluntary saving and coerced contribution was often academic.
The 1952 monetary reform had just slashed the value of privately held cash with brutal exchange-rate penalties against larger holdings, making CEC instruments the prescribed — and heavily promoted — vehicle for what remained. This note sits within that immediate post-reform decade.
