China's grain rationing system, which had been in continuous operation since 1953, was still functioning in parts of rural Henan well into the late 1980s despite national-level reforms already loosening controls elsewhere. County-level grain bureaus issued their own local ration stamps independently of provincial or central authorities, which is why stamps from Huojia differ from those issued simultaneously in neighboring counties — there was no standardized format enforced at the local tier.

The 100-gram coarse grains denomination specifically covered sorghum, millet, and maize allocations rather than wheat or rice, which carried separate stamps. Huojia's stamps from this period are modestly scarce simply because the county is small and print runs were functional rather than plentiful.
