Gabon achieved independence from France on August 17, 1960, and this commemorative issue was struck to mark the occasion. Gold commemoratives of this type were produced in very small quantities — largely intended for presentation and diplomatic gift purposes rather than any meaningful circulation — which is why survivors almost always appear in high, unimpaired condition.
Fr#1 designation confirms this as the first gold type attributed to Gabon in Friedberg's gold coinage reference.
