The FAO coin program, launched in the 1960s, commissioned member nations to issue special currency promoting agricultural development and food security initiatives — the Comoros issue of 1977 falls squarely within that framework. The Institut d'Émission des Comores had only recently taken over monetary authority following the archipelago's unilateral declaration of independence from France in 1975, a declaration so abrupt that France initially refused to recognize it.

KM#13 is among the earliest issues of the post-independence monetary authority, struck just two years into a deeply unstable political period that would see multiple coups before 1980.
