The Republic of the Congo has no meaningful historical or biographical connection to Che Guevara — which makes this issue exactly what it is: a modern numismatic product licensed to a collector market, using a sovereign issuing authority primarily for legal tender status. The CFA franc zone does not circulate commemorative silver strikes of this weight; none of this was minted for Congolese commerce.
Guevara did pass through Africa — his disastrous 1965 Congo intervention, backing Laurent-Désiré Kabila's rebels, ended in quiet withdrawal after seven months. That Congo, however, was the Democratic Republic, not the Republic of the Congo issuing this coin.
