The BCEAEC was a transitional institution, replacing the earlier Institut d'Émission de l'Afrique Équatoriale Française et du Cameroun as the former French Equatorial Africa territories consolidated their post-independence monetary arrangements. It was itself superseded by the Banque des États de l'Afrique Centrale in 1972 — which is precisely why this issue has such a narrow production window and why the issuing authority name on these coins was almost immediately obsolete.
