The BCEAO was established in 1962 as the successor to the Institut d'Émission de l'Afrique Occidentale Française et du Togo, and these early dated issues — some signed before the new central bank was formally constituted — reflect the transitional chaos of that handover period. The March 1961 signature date predates the BCEAO's own founding, suggesting the notes were prepared in anticipation of the institutional change rather than issued under it.
Robert Julienne's presence across all four signature combinations, regardless of his counterpart, points to continuity in French technical oversight during the transition years. The undated variety with Ould Yezid and Julienne was likely a reserve printing held against shortfalls.
