Kuwait's first independent coinage appeared in 1961 immediately following the termination of the Anglo-Kuwaiti treaty of 1899, which had ceded control of foreign affairs to Britain. The new fils series, issued under Emir Abdullah III Al-Salem Al-Sabah, replaced the Indian Gulf rupee and established a distinct Kuwaiti monetary identity for the first time — a politically charged act given that Iraq had declared Kuwait part of its territory just days after independence, prompting a British military deployment that same year.
