Namibia's marine environment — particularly the Benguela Current system off its Atlantic coast — supports one of the world's most productive fisheries, and the late 1990s saw the newly independent nation (independence came only in 1990) actively asserting jurisdiction over those waters through domestic legislation and international agreements. This coin was issued squarely within that period of regulatory consolidation.
