Beschrijving voorzijde The complete arms of the Republic of Namibia occupy the central field, comprising a heraldic shield divided diagonally and charged with a sun motif, flanked by two rearing oryx as supporters, and surmounted by a fish eagle with wings displayed. Below the shield, a scroll bears the national motto in three banners reading UNITY, LIBERTY, and JUSTICE. The circular legend REPUBLIC OF NAMIBIA arcs along the lower periphery, with the date 1998 appearing in the exergue beneath the shield. The entire design is enclosed within a beaded border.

Namibia's marine environment — particularly the Benguela Current system off its Atlantic coast — supports one of the world's most productive fisheries, and the late 1990s saw the newly independent nation (independence came only in 1990) actively asserting jurisdiction over those waters through domestic legislation and international agreements.
