Issued the year before the Cook Islands gained self-governing status under New Zealand's umbrella, this piece belongs to a wave of commemorative gold struck by Pacific island territories in the early 1970s — many of which used Churchill's image as a reliable commercial draw for the collector market rather than from any particular political connection. Cook Islands had no meaningful historical tie to Churchill.
The Franklin Mint produced a significant portion of these Pacific commemorative issues during this period under contract arrangements. Fr#1 placing this as the first listed gold issue in Friedberg's catalog for the territory reflects how new the coinage program was.
