Cook Islands operated one of the most prolific commemorative programs of the early 1990s, issuing large-format silver pieces under licensing arrangements that had little to do with the islands themselves. This Mount Rushmore piece was part of a wave of American-themed issues timed to the memorial's 50th anniversary in 1991 — the formal dedication of the completed sculpture having taken place in October 1941, just weeks before Pearl Harbor effectively ended any further celebration.
