Vietnam's 1986 coinage program was conceived almost entirely for foreign export — the country was deep inside the catastrophic Doi Moi transition period, with domestic hyperinflation rendering metallic currency effectively meaningless for ordinary commerce. These silver pieces were sold to Western collectors and dealers to generate hard currency, never intended to circulate within Vietnam itself.
