Panama's 1978 gold issues were produced for the international collector market during the Torrijos years, when the government actively used commemorative coinage as a foreign exchange mechanism. The Dove Orchid — Peristeria elata, Panama's national flower — was declared the national floral emblem in 1980, meaning this coin actually predates that official designation by two years.
