Afghanistan's Ministry of Finance issued notes directly — bypassing the central bank model — during a period when the Da Afghanistan Bank lacked the institutional standing to manage currency independently. The P#20A falls within a series tied to that arrangement, which was itself a reflection of the political fragmentation affecting Afghan fiscal administration through much of the mid-twentieth century.
Cotton substrate with a single watermark as the only security measure points to a modest print contract, likely placed abroad given Afghanistan's lack of a domestic security printing facility at the time. Which printer held that contract for this specific issue remains a matter of some dispute in the literature.
