The National Education Commission — Komisja Edukacji Narodowej — was established by the Polish Sejm in 1773, making it the first state ministry of education in the world, predating similar bodies in France and elsewhere by decades. This trial strike was produced ahead of the circulation issue to test the copper-nickel alloy against the intended design relief, a routine step at Mennica Polska before committing to full production runs. The 1773 commission itself emerged directly from the dissolution of the Jesuit order by Pope Clement XIV, which freed up substantial ecclesiastical funds that Poland redirected into a secular public school system.
