The Tung Pei Bank of China was a communist-controlled regional bank operating in Manchuria — specifically the northeastern provinces (Dongbei) — during the civil war period that followed Japanese surrender. This 10 Yuan note was issued in 1946, when the Chinese Communist Party and Kuomintang were contesting control of the region with considerable violence. The bank's notes functioned as a parallel currency to both the Nationalist fabi and the Soviet-backed currency left over from the Soviet occupation of 1945.
Manchuria's monetary situation in 1946 was genuinely chaotic. Multiple currencies circulated simultaneously, and Tung Pei Bank notes were accepted primarily in CCP-held territory. By 1948, when the communists consolidated Manchurian control, the bank was absorbed into the newly established People's Bank of China structure.
