The Bank of Huai Nau (淮南银行) was one of several regional banks established under the New Fourth Army's base area administrations during the Second Sino-Japanese War. The Huai Nau base straddled contested territory in Anhui and Jiangsu provinces, and its currency was a direct instrument of economic resistance — circulated to displace both Japanese military scrip and puppet government notes from those zones.
The S-prefix Pick number confirms this as a specialized issue catalogued separately from the central government series. Surviving examples across the S3418 group show significant variation in paper quality, consistent with wartime procurement under blockade conditions.
