North Korea's late-1990s commemorative program was aimed almost entirely at foreign currency collectors, not domestic circulation. The DPRK was in the grip of the Arduous March famine — the worst of the Kim Jong-il era — when this piece was struck, and hard currency from overseas coin sales was a meaningful line item in the state's foreign exchange receipts.
