North Korea's commemorative coinage program has long functioned as a hard currency operation rather than a numismatic one — these pieces were minted explicitly for foreign collectors and never intended to circulate domestically, where the won's practical use was tightly controlled by the state distribution system. The Kaesong Industrial Complex, active from 2004, made the city geopolitically charged by 2010: a rare zone of inter-Korean economic cooperation operating under North Korean labor and South Korean capital, which gives any Kaesong-themed issue from this period an uncomfortable irony.
KM#1262 belongs to a sprawling series of brass-struck collector pieces that the DPRK exported through intermediaries, primarily in Europe and China.
