The Mongolian Trade and Industry Bank was the country's sole issuing authority through the 1940s, operating under close Soviet financial supervision — a relationship that made Goznak the natural, essentially mandatory, choice for printing Mongolian currency throughout this period. The 1941 series was produced in Moscow as the Soviet Union itself was absorbing the catastrophic early months of the German invasion, meaning Mongolian note production competed for press capacity at one of the most strained moments in Goznak's history.

Mongolia's wartime contribution to the Soviet war effort was substantial relative to its population, and the domestic monetary system was kept deliberately stable to support that extraction of resources.
