Syria's central bank turning to Goznak for printing work is itself a story. Western security printers became inaccessible to Damascus as sanctions tightened through the 2010s, and Russia's state printing house — the same operation that produces Russian federal documents and banknotes — quietly stepped in as a commercial partner. Goznak has supplied multiple Syrian series since that shift, making Moscow an unlikely production hub for Syrian currency.
