Uganda's early 1980s issues came at a moment of acute monetary stress. Idi Amin had been ousted in 1979, but the country cycled through three governments between 1980 and 1985, and the shilling was being eroded by inflation that would eventually force a full redenomination in 1987. The 10 Shillings denomination, already modest at issue, became functionally worthless within a few years of printing.
De La Rue retained the contract throughout this turbulent period, a continuity the Bank of Uganda itself could not match in its own leadership.
