Malta's P#13 was authorized under the Currency Notes Ordinance of 1918 but this particular issue dates to the opening years of the Second World War, when the island was already bracing for what would become one of the most sustained aerial bombardments of the conflict. Bradbury Wilkinson printed the series in London, their engraving work done in New Malden, Surrey — a detail that briefly made these notes a logistical vulnerability, given the Blitz.

Wartime hoarding and destruction through enemy action thinned the surviving population considerably. Notes used on the island during the siege years show handling commensurate with a population that had very little access to banking infrastructure under bombardment.
