Marshall Hole was Civil Commissioner at Bulawayo during the Second Matabele War's aftermath and the early stages of the Anglo-Boer War, a period when coinage virtually disappeared from circulation across Rhodesia as it was hoarded or drained southward. This card note was a local stopgap — printed by the Chronicle Printing Works, a newspaper press, because there was simply no better option available. The Chronicle had been producing the Bulawayo Chronicle since 1894; banknote printing was well outside its usual work.

Authentication rested entirely on a handstamp, which makes forgery detection on surviving examples a genuine concern. The card substrate rather than rag paper also means condition problems — splitting, soiling, and edge damage — are nearly universal across the series.
