Obverse description Plain card stock printed by letterpress. Text reads "THE CIVIL COMMISSIONER, BULAWAYO" at top, followed by a redemption notice payable on or after 1st August 1900 and not later than 1st October 1900. A handwritten signature appears at lower left above the title "Secretary," with an oval administrator's office handstamp in violet ink.

Reverse description Plain card reverse with a British South Africa Company 10 Shillings revenue stamp affixed centrally. The stamp is printed in black on crimson, bearing the BSAC coat of arms with two supporters, a crown above, and the inscriptions "JUSTICE", "FREEDOM", "INCORPORATED BY ROYAL CHARTER" around the shield, with "10 SHILLINGS" at foot.
