Issued to pay Japanese troops deployed to Siberia following the Russian Revolution, this military scrip was part of a broader Allied intervention that saw Japanese forces remain in the Russian Far East until 1922 — far longer than any other participating nation. The scrip circulated alongside Russian rubles in a region experiencing catastrophic monetary collapse, and the exchange arithmetic alone made it a practical necessity rather than a prestige instrument.

P#M13 is the lowest denomination in the Taishō Siberian series. Small-denomination military scrip rarely survived in any quantity; it was spent, lost, or destroyed in the field.
