The Jaffna 10 Rupee was part of a 2013 series honoring Sri Lanka's nine provinces, issued just four years after the end of a civil war that had made Jaffna — the Tamil cultural and administrative center of the Northern Province — one of the most contested and isolated cities on the island for nearly three decades. The Northern Province itself had been without a functioning provincial council since 1988, a gap only closed by elections held later in 2013, the same year this coin appeared.
