India's 1976 FAO coinage was part of a coordinated international effort tied to the UN Food and Agriculture Organization's ongoing campaign to promote food security — a theme with particular urgency in India following the famines of the previous decade. The Reserve Bank issued several denominations under this program across the 1970s, each tied to a specific agricultural or nutritional theme approved in coordination with Rome.

KM#191 is among the heavier circulating commemoratives of the series, which contributed to widespread hoarding and removal from circulation almost immediately upon release.
