The 1983 series marked the Central Bank of Seychelles' early years of independent monetary management — the institution had only been established in 1978, three years after independence from Britain. American Bank Note Company of New York handled production, a common choice for newly sovereign island nations during this period who lacked bilateral printing arrangements with European security printers.

Pick 28 is the lower-denomination workhorse of the series and saw heavy circulation. Worn examples are the rule, not the exception.
