Part of the Bank of Russia's ongoing "Cities of Military Glory" and regional series, this Nizhny Novgorod issue continues a bimetallic — later brass-plated steel — commemorative programme that has run since 2000 and now encompasses well over a hundred distinct types. The shift from genuine bimetallic construction to plated steel, completed across the series by the early 2010s, was a straightforward cost-reduction measure as base metal prices climbed.
Nizhny Novgorod's inclusion reflects its designation as a "City of Labor Valor" by presidential decree in 2020, recognizing its industrial output during the Second World War, particularly from the Gorky Automobile Plant.
