The 2019 date on P#38B reflects a modified version of the original 2009-designed notes, updated with revised security specifications rather than a wholesale redesign. Goznak has printed Belarusian banknotes since independence, an arrangement that carries obvious geopolitical weight given Belarus's relationship with Russia.
