Belarus redenominated its currency in July 2016, lopping four zeros off every value — this 10 Rouble note belongs to that post-redenomination series, itself a response to years of accumulated inflation that had turned older denominations into largely symbolic figures. The 2019 date on P#38B reflects a modified version of the original 2009-designed notes, updated with revised security specifications rather than a wholesale redesign.
Goznak has printed Belarusian banknotes since independence, an arrangement that carries obvious geopolitical weight given Belarus's relationship with Russia.
