Ras al-Khaimah joined the federation that became the UAE in 1972, but in the preceding years its ruler, Sheikh Saqr bin Mohammed al-Qasimi, aggressively pursued coin and stamp issues aimed squarely at the collector market — a common revenue strategy among the smaller Trucial States as British withdrawal from the Gulf loomed.
