Obverse description The obverse is printed in dark red-brown ink on plain paper within a single-rule rectangular border. The central vignette consists of a circular medallion bearing the numeral "10" in bold, flanked symmetrically by ornamental scroll devices and the denomination legend "QINDTÁR" repeated to the left and right. Above the central design, a three-line Albanian text inscription identifies the issuing treasury, while a dated obligation clause and three manuscript signatures of local officials appear in the lower portion of the note, dated 30-I-1920.

The Përlimtarja e Shkodrës was a purely local emergency issuer — Shkodër's treasury printed these notes in 1920 during a period when central Albanian authority had effectively collapsed and the region was operating in a near-autonomous administrative vacuum following the withdrawal of international forces. There was no functioning national bank to fall back on.

Printed locally in Shkodër rather than abroad, the notes reflect the material constraints of the moment. Production quality was accordingly modest. The qindtár denominations from this issuer are among the more obscure Albanian provincial issues and rarely appear in commerce.
