Egypt's 10 Piastres denomination had effectively become a rounding artifact by the mid-2000s — purchasing power so eroded that the note functioned more as change-making convenience than meaningful currency. The Ministry of Finance, rather than the Central Bank of Egypt, retained issuing authority over the small denominations precisely because they were treated as fractional instruments rather than monetary policy tools.

A print run of just over 12 million is modest by Egyptian standards, where higher denominations routinely run into the hundreds of millions. That relatively tight figure suggests a targeted replenishment rather than a general issue.
