Württemberg's district offices — Oberämter — became emergency currency issuers in 1918 as the imperial wartime economy choked off the supply of small-denomination coins. Biberach, an agricultural market town in Upper Swabia, was among dozens of such districts that turned to local or regional printers to cover the gap. Stähle & Friedel in Stuttgart handled several of these Württemberg municipal and district issues in the same period, making them a recognizable name in southwestern German Kleingeldersatz material.
The series was short-lived by design, intended for redemption once coin circulation normalized — which, given the inflation that followed the Armistice, took considerably longer than anyone anticipated.
