Buer was an independent industrial city in the Westphalian coalfields — not yet absorbed into Gelsenkirchen, which wouldn't happen until the 1928 municipal mergers. Zinc was the material of necessity: copper and nickel had been consumed by the war effort, and whatever remained was tightly controlled by central authorities.
