Bad Salzuflen's wartime Kleingeldscheine were a direct response to the severe coin shortage that gripped Germany from 1916 onward, as metal was requisitioned for the war effort and small change effectively vanished from daily commerce. The Magistrat, like hundreds of other municipal authorities, stepped in to fill the gap — the Bega-Werke, a local printing firm, produced these notes without the resources or security infrastructure of a national printer.

Local production on civilian presses meant inconsistent ink coverage and paper stock that ages poorly. Foxing and brittleness are common problems specific to this issue.
