Brüel is a small town in Mecklenburg, and its 1921 emergency currency — Notgeld — was a direct response to the chronic small-change shortage that plagued Germany as postwar inflation began eroding coin circulation. Municipalities across the country printed their own fractional notes during this period, but Brüel's series is notable for having a credited designer, Richard Zscheker, whose name appears on locally produced Notgeld issues from the region.
The dual signatures of Baumann and Böhmer reflect the standard municipal authorization practice — typically a mayor and treasurer — lending nominal official weight to what was, legally speaking, a stopgap measure the Reichsbank tolerated rather than sanctioned.
