Cologne's Dumont Schauberg firm — primarily a newspaper publisher, responsible for the Kölner Stadt-Anzeiger — turned to printing municipal emergency currency during the postwar Notgeld wave, when coin shortages made small denominations essentially unavailable in daily commerce. The city contracted locally rather than queuing behind dozens of other municipalities competing for the overloaded specialist printers.
By 1921 the first Notgeld wave had already peaked; issues from this period were increasingly produced knowing full well that collectors, not cashiers, would be the primary recipients.
