The central text panel carries the redemption clause in period German letterpress, dated 'Wilhelmshaven, den 10. Juni 1920', above the printed authority line 'DER MAGISTRAT' and a manuscript signature. The issuer's name 'WILHELMSHAVEN' appears in bold letterpress within arrow-shaped banners at the top and bottom of the border. |

Wilhelmshaven was the Imperial German Navy's principal North Sea base, and by 1920 the city was in an awkward economic position — the fleet had been scuttled at Scapa Flow the previous year, the naval workforce had collapsed, and municipal finances were under severe strain. Local Notgeld issues like this one filled a genuine gap: the Reichsbank was not supplying small denomination coinage in adequate quantities, and towns were left to print their own.
The Magistrat series from Wilhelmshaven is not among the more elaborately produced municipal issues of the period — no known artist commissions, no collector-targeted overprints.
