The central text panel carries the redemption clause in period German letterpress, dated 'Wilhelmshaven, den 10. | Descripción del reverso | The reverse is printed in teal-blue and black on white paper, with the same corner numeral '10' motif on a teal ground at each corner. The central panel carries the municipal coat of arms of Wilhelmshaven: a demi-eagle in black on a white shield, surmounted by a mural crown, the whole overlaid with two crossed gold anchors whose flukes extend beyond the shield. The composition is set against a solid teal rectangular ground, leaving a plain white margin between the border and the central vignette. |

Wilhelmshaven was the Imperial German Navy's principal North Sea base, and by 1920 the city was in an awkward economic position — the fleet had been scuttled at Scapa Flow the previous year, the naval workforce had collapsed, and municipal finances were under severe strain. Local Notgeld issues like this one filled a genuine gap: the Reichsbank was not supplying small denomination coinage in adequate quantities, and towns were left to print their own.
The Magistrat series from Wilhelmshaven is not among the more elaborately produced municipal issues of the period — no known artist commissions, no collector-targeted overprints.
