Celle's municipal authority issued this small-denomination Notgeld in 1919 as part of the wave of local emergency currency that flooded Germany following the collapse of the imperial economy and the acute coin shortage that followed the war. Towns and cities across the country printed their own scrip not as an act of financial ambition but out of simple necessity — Reichsbank metal coinage had largely vanished from circulation, hoarded or melted.

The DeNG reference places this within a well-catalogued series, but municipal issues from smaller Lower Saxon towns like Celle are frequently underrepresented in major collections outside Germany itself.
