Crimmitschau, a textile town in Saxony, had earned a place in German labor history fifteen years before this note was printed — the 1903–04 weavers' strike there lasted nearly five months and became one of the most significant industrial disputes in Wilhelmine Germany. By 1918, the town was issuing its own emergency currency like hundreds of other German municipalities, as the wartime metal shortage made small-denomination coinage effectively extinct from everyday commerce.
The watermark security feature is worth noting — many Kleingeldscheine of this period skipped such measures entirely, making Crimmitschau's choice a modest but deliberate gesture toward forgery prevention at a moment when civic trust in paper was already strained.
