Fraustadt — now Wschowa in western Poland — was a small Silesian town with no monetary authority of any consequence. That a municipal magistrate was issuing paper Pfennig in 1917 reflects just how completely the German small-coin supply had collapsed under wartime metal requisitioning. Copper, nickel, and zinc were being pulled from circulation for munitions production, leaving ordinary commerce without workable change.

Carl Flemming of Glogau was a natural choice for this kind of contract — the firm had been printing regional commercial and administrative material for decades and could turn around small Notgeld runs efficiently. Thousands of German municipalities commissioned similar emergency issues that year.
