Allendorf an der Werra is a small town in Hesse, and its 1917 notgeld issue belongs to the first wave of municipal emergency currency forced on German local authorities when Reichsbank coin — particularly the lower denominations — vanished from circulation almost entirely after 1916. The metal was needed for the war effort; the pfennig notes filled the gap.
The official stamp as the primary security feature is characteristic of the earliest municipal issues, before printers began incorporating more elaborate authentication. An unstamped example of this type is effectively invalid by the issuer's own terms.
