Beschrijving voorzijde Plain cream-toned note with a simple typeset layout enclosed within a rectangular border of repeating geometric ornaments. The large bold numeral '10' appears at upper left, with 'PFENNIG' in large capitals to the right and the serial number printed in red below. A multi-line text block in German gothic script sets out the redemption conditions, dated 'Moers, den 1. Juni 1917', with a manuscript signature of the Landrat at lower right and a red circular official stamp at lower left. The legends 'KREIS MOERS 1917' appear in a decorative band at both the top and bottom borders.

Dieser Gutschein wird von allen Kassen des Kreiskommunalverbandes Moers und von den Kassen der Städte und Gemeinden im Kreise Moers in Zahlung genommen. Er verliert seine Gültigkeit einen Monat nach amtlicher Aufkündigung in den im Kreise erscheinenden Zeitungen.

Kreiskommunalverband Moers issued this 10 Pfennig note in 1917 under the wartime Notgeld system, which permitted German municipal and district authorities to produce small-denomination emergency currency as coin metal was diverted to the war effort. The Niederrheinische Anzeiger was a local newspaper publisher pressed into service as a printer — not an unusual arrangement in this period, when any press capable of producing acceptable security printing was recruited.

District-level Notgeld from 1917 is generally earlier and scarcer than the more celebrated decorative issues of 1921–22, produced when inflation had turned Notgeld into a collector commodity. The 1917 pieces were made to spend.
