The large bold numeral '10' appears at upper left, with 'PFENNIG' in large capitals to the right and the serial number printed in red below. A multi-line text block in German gothic script sets out the redemption conditions, dated 'Moers, den 1. Juni 1917', with a manuscript signature of the Landrat at lower right and a red circular official stamp at lower left. The legends 'KREIS MOERS 1917' appear in a decorative band at both the top and bottom borders. |

Kreiskommunalverband Moers issued this 10 Pfennig note in 1917 under the wartime Notgeld system, which permitted German municipal and district authorities to produce small-denomination emergency currency as coin metal was diverted to the war effort. The Niederrheinische Anzeiger was a local newspaper publisher pressed into service as a printer — not an unusual arrangement in this period, when any press capable of producing acceptable security printing was recruited.
District-level Notgeld from 1917 is generally earlier and scarcer than the more celebrated decorative issues of 1921–22, produced when inflation had turned Notgeld into a collector commodity. The 1917 pieces were made to spend.
